Piloten sa till alla passagerare att de-icing maskinen inte funkade. Vi stod och väntade i ca 15-20 min innan markpersonalen till slut fick igång de-icing maskinen. Såg hela händelsen med mina egna ögon när markpersonalen höll på. Det var klart väder ca +2 grader varmt. SAS påstår att det är ATC restrictions. Har bett SAS att förklara orsaken till ATC restrictions men får inte riktigt reda på det. Misstänker helt enkelt att piloten bad om att flytta sin slot, men jag är inte helt säker hur det i praktiken fungerar. Planet skulle ha lyft 6:25 enligt tidtabell.

The reason for the delay was due to Air Traffic restrictions.
To give a short explanation, when the air traffic is too intense we will be allocated a departure time by Air Traffic Control (ATC ). This is called a SLOT time and the airline has no possibility to influence this decision.
I will help you as much as possible with any extra costs that you had on this occasion.

The matter has been investigated with our operational management and our findings indicate that SAS flight SK0130 has been delayed by 11 minutes as the result of a decision from the Air Traffic Control Management.
This was a situation that was outside SAS scope of control and could not have been mitigated under provisions of EU regulation 261/2004. SAS was unable to operate flight SK0130 on 2019-01-11 according to the published schedule for reason of Air Traffic Control Management restrictions, a situation explicitly mentioned as an extraordinary circumstance in the regulation as referred to in Article 5 and expended in recital (15) of its preamble.
Since the delay was caused by an extraordinary circumstance we have to advise you that in these circumstances monetary compensation is not payable.
What we are able to compensate for, in accordance with the provisions of EU regulation 261/2004, are "care" costs.

I understand your concern with the flight disruption and the unfortunate situation you had to go through.
However, I would like to inform you that the flight delay was due to the air traffic restrictions at the same flight and previous leg as well.
The delay codes mentioned in the attached file are the time delays between STD 06:25 and ATD 06:19
However, we can notice that there is a time delay in between ATD 06:19 and takeoff
That time difference is the delay after the departure call due to the SLOT which is handled by the air traffic control at the airport and is not in any of the airlines control.
Hence, there is no delay code mentioned for SLOT.
I regret to inform you that still we are unable to compensate.
