Ni kanske har hört att pga. tomma statskonto försöker Ungern skatta olika sektorer, en av dem är flygsektorn och de introducerade en skatt per avresande passagerare på ca. 10 EUR intra-Europa och ca. 30 EUR övriga destinationer.
Flygbolagen protesterar men Ryanair var väldigt snabb att skicka ut ett mejl till passagerare som har bokat flyg med avresa från Ungern. Det står såhär:

Nu mina funderingar. Enligt nya ungerska direktiven skatten riktas mot ground services baserad på antal avresande passagerare på planet de serverar. I detta fall skulle jag säga att det är en kostnad till Ryanair och inte en direkt skatt.
Det är också intressant in 4.2.2 att jag är skyldig att betala "any government tax", det står ingenting om att det ska faktiskt vara skatt mot Ryanair eller passagerare. Det kan man typ tolka att om det blir en ny skatt på röda strumpor i Ungern skulle jag vara skyldig att betala det till Ryanair.
Vad finns det för möjligheter att ifrågasätta Ryanairs agerande så att de faktiskt svarar? För jag har inga höga förväntningar att de svarar på mejl t.ex. Kan konsumentverket eller ARN bli första ställen att klaga?
Det är inte pengarna som stör, dock blir det en vesentlig höjning av familjens biljettpris, utan att det luktar så att Ryanair försöker återigen att pressa resenärer utan rätt. Om jag tolkar rätt såklart...

On 4 June 2022, Hungary introduced a new air travel tax on passengers departing Hungary on or after 1 July 2022. This means that even if a passenger booked a flight before 4 June, which is due to depart Hungary on or after 1 July, this new tax must be paid to the Hungarian government.
This new tax is charged at a rate of HUF 3900 (approx. €10). The applicable tax in respect of your flight is HUF 3900 per passenger.
In accordance with Ryanair's General Terms and Conditions of Carriage (Article 4.2.2), and taking into consideration that airlines and passengers were not given sufficient notice of this tax, we hereby advise you that we will debit your payment card for amount of the tax due in respect of your booking ref XYZ123
.
Passengers not wishing to accept the tax have the option to cancel their reservation and receive a full refund. If you wish to cancel your reservation you must do so on or before 16 June 2022. Otherwise, you will be deemed to have given consent to your payment card being debited for the amount of the tax.

4.2 Taxes, fees & charges
4.2.1 You must pay any government taxes (including but not limited to air passenger duty) which may be included in your ticket price. Our higher ticket prices generally include government taxes, while our lower ticket prices do not. If your ticket price includes government taxes, they will be displayed in the price break-down at the time you make your booking. Our ticket prices do not include any other third party fees and charges for costs we incur to provide our services (such as airport and security charges, maintenance fees etc.). We bear the costs for these services.
If you do not travel, you can apply in writing for a full refund of any government taxes you have paid. However, you would need to pay the government tax refund administration fee set out in our table of fees. You must make your claim within one month after the date of the flight you did not take. We cannot refund any other monies paid.
4.2.2 Government taxes are constantly changing and can be introduced after the date you made your booking. If any government tax is introduced or increased after you made your booking, you will have to pay the new tax (or any increase) before departure. Or, you can choose not to travel and get a full refund of your booking cost. Similarly, if any such government tax is abolished so that it no longer applies to you, or is reduced, you can claim a refund of the abolished tax, or the reduction, from us.
