If for some reason getting a rental car for a Chicago trip, here is the pay-by-plate thing that works for free to pay any and all Illinois/Chicago road tolls when driving rental cars (and doesn’t require any special equipment):
An account can be opened anytime and then as soon as I get the keys for the rental car and know that I will be driving off the lot with that rental car, I then load in the rental car’s license plate and car info and am good to go for the days of the rental. Just make sure to update the car info on the tollway site when the rental is complete so you don’t pay for other drivers tolls for days on end.
But for a weekend in Chicago, I wouldn’t consider a rental car and visit to Milwaukee. There is more than enough to do in Chicago. Another way to visit Milwaukee is to take the train to get between Chicago and there.
